BUGEY REGION : A LAND OF FUTURE AND TRADITION
PABAT is a non-profit Association whose statutes follow the 1901 French law. It was created in 1992 by the inter-communal administrative units (local councils) with the twofold motivation of defining an adequate structure regarding the stakes and projects of local development for cases where these exceed the context of inter-council proximity and to assert the strong identity of Bugey.The purpose of PABAT as noted in article 2 of its statutes is defined as follows: the association has for objective to define, implement, coordinate and carry out all operations that work towards the development of this region. At this date 92 communes, that is 45 243 inhabitants over 8 cantons (administrative division) are concerned by the PABAT's actions.
Composed for 2/3 of elected representatives and for 1/3 of representatives of the local social environment (associations, committed citizens…) PABAT brings together the active forces of the region to initiate and drive new dynamics on themes of concern for the founding members – that is the inter-council structures.
After having developed and implemented a Tourism Development Contract, PABAT was entrusted to define the "Projet de Territoire du Bugey" (Bugey Regional Development Project) which aims at guiding collective and individual actions over the next 10 years, not only in terms of tourism but also in matters such as environment, industrial and smaller scale economy, cultural and artistic development.
the Bugey Regional Development Project is the result of a global analysis based on :- Objective data : social-economical diagnostics by the INSEE, SOFRES reputation survey, cultural audit ARSEC…
- but also on the daily life conditions of the inhabitants : consultation with the youth, questionnaires sent to the 20 000 homes in Bugey.
Thus defined the Regional Development Project aims at stopping the ageing of the population by taking advantage of our region's geographical location, close to dynamic regional metropolis while avoiding becoming a soulless suburban residential zone.
The stakes for the Regional Development Project is therefore to attract or to bring back to the Bugey region a young and active population and to encourage its settling.
Three main axes of development have been considered to achieve this :
Axis 1 : Develop the rental market while emphasizing the architectural and natural heritage
Axis 2 : Exploit and develop local economical resources
Axis 3 : Encourage the social and cultural space for families
A program of 23 actions has been elaborated and its contents submitted to the approbation of the 20 000 homes in the Bugey region.
The financial aspect of the "Projet de Territoire du Bugey" obeys the following contractual procedures :- a Global Development Contract negotiated with the Rhône-Alpes Regional Council in March 1998 reserving a regional financial envelope of nearly 23 million French Francs up to 2003
- a European program - Leader II - approved in June 1998 concerning 6 million French Francs up to 2001.
